A.  ADMINISTRATION

1. GENERAL

1.1 Race to Raise Dragon Boat Race Organizers (RRDBRO) reserves the right to change the rules and regulations stated in this document (Official Rules and Regulations) without notice.

1.2 Race to Raise Dragon Boat Race Organizers have the sole right and responsibility to construe, interpret and enforce the Official Rules and Regulations, and any decision of the RRDBRO rendered on or under these rules and regulations shall be conclusive and final.

1.3 The RRDBO reserves the right to add, cancel, or make any changes to the divisional categories or the race structure.

1.4 The RRDBRO reserves the right to limit the number of teams that may participate in any division.

1.5 The RRDBRO reserves the right to accept or refuse any entry to the competition

2.  ELIGIBILITY

2.1 Categories

  • Open Category (Existing Club Teams) – 500 meters
      • 20 paddlers men’s Division
      • 20 paddlers mixed Division
  • Novice Category (School/based Teams) – 200 meters
  • 20 paddlers mixed crew team

2.2 Definition:

  • Open Category (Men and Mixed) consist of crew members who must be at least 18 years of age
  • Novice Category (Mixed) consist of crew members who must be at least 16 years of age, a current college student of the university/school he/she represents

2.3. Conformity:
A. Pro/Club Team Category (Men and Mixed)

  • All teams must conform to the Official Rules and Regulations of the RRDBRO
  • Teams may consist of teams registered in the name of a business/commercial entity (Corporate teams) and teams registered in any other names other than that of a business/commercial entity
  • Corporate teams are only allowed to represent their respective sponsoring business’ commercial interests.
  • Advertising: No other advertising displays (i.e. tents, signs, banners) are allowed without prior approval of the RRDBRO

Novice Category (Mixed)

  • All teams must conform to the Official Rules and Regulations of the RRDBRO
  • All teams must practice within PCKF grounds
  • University teams are not allowed to represent any commercial interests or take part in the races wearing or displaying any clothing or other items such as banners displaying commercial interests
  • Registration forms must be signed by an officer of the University/School entity or a representative who has the authority to bind the organization. Each member is required to submit a photocopy of school ID together with their current assessment form.
  • Team members registered in this division are not allowed to register or participate in the Pro/Club Team Category.
  • The logo on the team uniform and paddles can only be that of the sponsoring business or community group. The maximum size of which is limited to 12” x 12”.
  • Advertising: No other advertising displays (i.e. tents, signs, banners) are allowed without prior approval of the RRDBRO

2.4. Team Members

a. A registered team member is any person who is listed on the practice or team roster that has completed a waiver in accordance with the rules.

b. Composition of the Crew:

  • The crew of the men's and women's boats may only be composed of competitors of the respective gender.
  • Mixed teams must have a minimum number of 8 women for boat with 20 paddlers
  • Dragon Boat crew of boats with 20 paddlers is composed of:

    - the paddlers (minimum 18, maximum 20)
    - the drumbeater
    - the steerer
    - 4 substitute paddlers in the respective classes

c.Multiple Team Participation
Team members are not permitted to register or race for more than one mixed team

d.Team Rosters
Team rosters shall consist of one team manager and a maximum of 26 crew members (including drummers and steer persons) for the purposes of practices and races.

e.Submission of Rosters
The final team rosters must be submitted to FEATI University Events and Promotions office no later
than November 20, 2011.

f.Identity of Crew Members
All crew members will be required to wear a wrist band showing the name of the member and the team of the member. They are also required to bring one piece of personal identity. The RRDBRO reserves the right to check the identity of the crew members prior to the races.

g.Team Captain
The team captain is the liaison officer on all matters related to the race and the event, including

  • Registration of Team Entry.
  • Payment of fees
  • Receiving and understanding the official rules and regulations.
  • Completion and Submission of Team Roster.
  • Completion and Submission of Waiver Forms and photocopies of school IDs.
  • Attending all team captains' meetings..
  • Ensuring that crew members understand the rules, regulations and procedures for races as stated in this document..
  • Ensuring the proper conduct of team members at all times during races and other related activities.

3   REGISTRATION
3.1 Registration Form

3.2 Entry Fee Php 2, 500

3.3 Late Registration

  • November 20, 2011 is the deadline date for entry registration. Registration of teams after this day will only be accepted if there is space available.
  • Registered teams who wish to withdraw from the
  • race should do so in writing to the RRDBRO before November 20, 2011, and a cancellation fee of 1,500 will be charged. No refund of the fee, in whole or in part, shall be made after November 20, 2011.

4.  RACE STRUCTURE

4.1 General
The RRDBRO reserves the right to change the divisional or race structure.

4.2 Special Races
The winner of the Open Category will compete with the National teams.

5.  WAIVERS
All team members must sign a waiver stating that they have read the conditions of the waiver and are aware of the risks associated with the event and accept and thus waive any right they may have to any course of action against any or all of the sponsors, the organizers, FEATI University, Phil. Canoe Kayak Federation its directors, officers and employees, for injury or death to person(s) or loss/damage to personal property. For participants under the age of 18, parents or guardians must also sign the waiver forms.

6.  EQUIPMENT AND ACCESSORIES
6.1 General

All the equipment and accessories used during the practices and the races must be returned intact. Teams will be charged for the replacements costs of these items should there be damages due to negligence of their crew members.
The RRDBRO also reserves the right to disqualify any crew members or teams for theft or damage to the equipment or accessories during the practices or races.

6.2 Personal Equipment and Accessories
Participants are allowed to use personal paddles and life jackets as long as they meet the standards of the International Dragon Boat Federation and the Philippine Canoe Kayak Federation. However, electronic devices, including radio communications, signaling devices or any other noise-making devices or bilge pumps shall not be used by any team during practices or the races.
6.3 Tents
The teams are not allowed to erect their own tents. Failure to comply may result in disqualification of the offending team from the race. However, the teams have the option of renting an official team tent from the Organizers.

B.  RACE RULES
7.  RACE
7.1 Time and Location
Venue: Plaza Mexico Intramuros – Pasig River
Date and time: December 4, 2011, 8Am
Assembly time: 6Am`

7.2 Race Conduct
a. The crews must adhere to the time schedules and instructions.
b. The crews must report to the race officials in the team assembly area one hour before the race.
c. The crews must board the boat in accordance with the instructions of the Crew Marshal and the Dock Master
d. The crews must board the boat allocated to them and race in the lane allocated.
e. The crews must proceed to the starting line according to the designated route and must keep clear of the course and not interfere with the race in progress.
f. The crews must follow the proper course during the races, which is a straight line down the centre of the designated lane from start to finish without interference of other crews in the race.
g. The crews must obey the commands of the starter and the referees at all times.
h. After the race, the crews must proceed to the crew assembly area as quickly as possible to disembark.

8.  STARTING AND RACING
8.1 Before the Start
The referee has control of the race before the start, at which time the referee shall

  • Advise the crews with a command, "Three minutes to start".
  • Advise the crews with a command, "One minute to start".
  • Ensure that the crews are lined up properly in the middle of their respective lanes at an appropriate distance either in front or behind the starting line, depending on the setup at the starting line.
  • Hand the race over to the starter with the command, "Starter, the race is yours".

8.2 At the Start
The starter takes over control of the race at the start and

a. Shall ask the steer-person of each crew to bring their boat up, but not over, to the starting line. If held starts are used, the lane officials will assist in this task as well as holding the boats completely still on the line

b. When the starter is satisfied that the boat positioning at the start is fair, he or she will state the command, “Prepare to start”. This command will be followed by a start horn or gun within three seconds.

c.If the starter witnesses a team false start, the race will be stopped by a second horn or gun and the race will be restarted.

d. The crew that false started will receive a warning and if that crew causes a second false start it will be disqualified from the race. If the starter feels that the first false start was fragrant, he or she may disqualify the crew with a second chance.

8.3 After the Start
After a fair start, the referee will gain control of the race and

a. The referee shall follow the boats down the course instructing the steer-persons to stay in the centre of their lanes.

b. If a boat leaves its lane and affects the position of another crew in the race, the referee may stop the race at that point and issue a re-start. The violating crew may be disqualified at the sole discretion of the referee.

c.  If a boat leaves its lane but does not affect the positioning of another crew in the race, the referee may allow the race to continue. However, the referee will indicate a violation at the end of the race with a red flag and shall make a verbal report to the Head Judge. The Head Judge shall determine whether the crew at fault and to what extent should be penalized.

d. Wash riding will not be tolerated and the crews may be disqualified, if, in the opinion of the referee, an unfair advantage has been gained by using this tactic. This decision will be indicated to the Head Judge by a red flag at the finish.

e. If the race is deemed to be fair, the referee will indicate a fair race to the Head Judge by raising a white flag.

9.   PROTESTS AND APPEALS
9.1 Lodging a Protest
A protest must be lodged by the Team Captain within fifteen (15) minutes of the conclusion of the protested race to the Head Judge. A written submission detailing the alleged infractions must accompany such a protest within thirty (30) minutes of the conclusion of the protested race.. Protests will be limited to any matter of conduct or result of a race.

9.2    Decision by Head Judge
The Head Judge, upon receipt of a protest, shall summon the referee and other race officials involved to a hearing to convene thirty (30) minutes from the conclusion of the race. After the hearing, the Head Judge will convey their decision to the person filing the protest. The decision of the Head Judge shall be final.

10. AWARDS and PRIZES
10.1 The awards and trophies will be presented as soon as the respective finals races are completed.
